Die folgende Liste vermittelt einen Eindruck, wie westliche Regierungen und private Einrichtungen sich in die inneren Angelegenheiten der Ukraine (wie vieler anderer Länder) einmischen. Die Liste stammt aus dem Jahresbericht 2012 der National Endowment for Democracy (NED), Abschnitt Ukraine, worin angegeben ist, welche Organisationen in dem Jahr wieviel Geld erhalten haben. Die NED wurde 1983 vom US-Kongreß gegründet und wird von der US-Regierung bezahlt. Wie Wikipedia es formuliert: „Trotz der staatlichen Finanzierung handelt es sich rechtlich um eine private, gemeinnützige Organisation. Das ermöglicht dem Staat die Weitergabe von Haushaltsmitteln an ausländische Organisationen über einen Dritten.“
Ähnliche finanzielle Unterstützung an zahlreiche kleinere und größere Organisationen vergeben u.a. die internationalen Institute der Demokratischen Partei und der Republikanischen Partei oder private Organisationen wie die von George Soros. Auch die EU hat über Programme für „nichtstaatliche Akteure“, „Demokratieförderung“ u.a. über die letzten Jahre einen zweistelligen Millionenbetrag an ukrainische Gruppen gezahlt.
